Down Payment Assistance Programs

One of the biggest challenges of buying a home is having enough money for the down payment.  Fortunately, there are many different types of programs out there to help you have enough for a down payment and they are not just for first time home buyers.  There are a variety of programs available, many of which you do not have to pay back until you sell your home and some you don’t ever have to pay back.  Below is a list of several examples.  These programs come and go and new ones sometimes get introduced, so a knowledgeable loan officer can sort through the options and requirements and let you know what programs you might be eligible for.  Reach out to me and let me connect you with a knowledgeable loan officer and then help you get into your desired home.

The City of Blaine Economic Development Authority’s Program provides down-payment/closing cost assistance to first-time homebuyers purchasing a home in Blaine.

Employees of Blaine businesses could also be eligible for additional funds to encourage them to live where they work.

  • Loan amounts up to $10,000 for current Blaine residents or employees and up to $5,000 for all others.
  • Deferred for 30 years.

  • Borrower’s household income may not exceed 80% of the area median income (AMI), adjusted for household size.

One Roof Community Housing offers a smart alternative to private mortgage insurance.

Qualified homebuyers may be able to finance their conventional loan down payment with an affordable monthly payment through our Purchase Assistance Loan, saving the cost of monthly private mortgage insurance, with as little as 2% down.

This program helps homeowners/borrowers pay down their mortgage quicker, increase their equity faster and allow for a higher tax deduction of the increased interest paid.

This is a monthly paying loan and may be used in conjunction with other assistance programs.

You may be eligible if you:

  • Have or will obtain One Roof’s Homebuyer Education Workshop certificate before closing Learn more about our Homebuyer Education Workshop
  • Are purchasing an owner occupied property
  • Have a household income of $100,00 or less
  • Are purchasing a home that is $200,000 or less
  • Are purchasing a property within 30 miles of Duluth, MN

What are the loan details?

  • The minimum interest rate on the PAL is 4%, with either a fixed or adjustable rate
  • The rate will be 1% over the locked in, fixed, first mortgage rate or 2% over the locked in, adjustable, first mortgage rate
  • The maximum loan term will be 20 years on a 20 – 30 year 1st mortgage, and cannot exceed the term of the 1st mortgage

The City of Eden Prairie offers a zero-interest, deferred loan up to $15,000 for qualifying first time homebuyers purchasing a home in Eden Prairie.

  • Financial assistance can be used for part of the required down payment (up to 50%), closing costs (up to $5,000) and mortgage principle reduction (up to 10% of the purchase price or $10,000)
  • Repayment of the loan is required if the home is sold or no longer homesteaded within the first 30 years of ownership; after 30 years, the loan becomes due and payable
  • Applicants are accepted on a first-come, first-served basis (see application below)
  • Program guidelines and income requirements are subject to change

Eligibility Criteria

  • Must have a signed purchase agreement before applying
  • Must be a first-time homebuyer — have not owned a home in the last three years or have been displaced due to a divorce
  • Must buy a home in Eden Prairie
  • Must complete a homebuyer training course with Community Action Partnership of

Suburban Hennepin or Framework before closing

  • Must use a participating lender for the primary mortgage
  • Household income must not exceed the current HUD income limit – income limits may change at any time

The purpose of the Come Home 2 Edina Mortgage Program is to provide assistance to families and individuals looking for affordable home ownership options in Edina.

Maximum Loan Amount

  • A maximum of 25% of the purchase price, not to exceed $60,000.
  • The borrower must spend at least 25% of their gross income on housing (first mortgage, PITI, etc.)

For Land Trust Properties: Maximum loan amount is 25% of homeowner purchase price (not including the value of the land place in the Land Trust), not to exceed $60,000.

First-Generation Homebuyer Program: An additional $15,000 forgivable loan is available for first time homebuyers whose parents or guardians did not own their home.

Potential Minneapolis homebuyers who participate in financial coaching can get an added benefit: up to $10,000 or up to $20,000 in the form of a 0% interest, due-on-sale loan for a down payment on a home. These loans have no monthly payments and are paid back after 30 years or when the house is sold.

PROGRAM HIGHLIGHTS

  • Updated requirement as of 3/24/22: applicants must complete an approved financial wellness counseling appointment no later than three business days prior to closing on a home.
  • Applicants can apply for a pre-approval for HOM funds. Once your application is determined eligible, the pre-approval is good for 60 days.
  • Buyers must also attend homebuyer education. NeighborWorks Home Partners offers HomeStretch workshops that meet this requirement.
  • The Borrower/s can have either a Individual Taxpayer Identification Number (ITIN) or Social Security Number (SSN)
  • The maximum loan for applicants 60% AMI or below will be $20,000.
  • The maximum loan for applicants 60% to 80% AMI will be $10,000.
  • Owner-occupied single family and duplex homes within Minneapolis city limits are eligible. This includes townhomes and condos.
  • These funds cannot be layered with these other City of Minneapolis programs.

NeighborWorks Home Partners has partnered with the Northside Residents Redevelopment Council (NRRC) to provide homeownership support to residents of the Near North and WillardDOWN Hay neighborhoods. This partnership includes the Homebuyer “Entry Cost” Assistance Deferred Loan Program, which provides up to $10,000 in down payment assistance!

Who qualifies?

Anyone buying a 1-4 unit property that they intend to occupy as their primary residence.

Applicants do not have to be first time homebuyers. Purchasers of condominium or townhome units are eligible to participate in the program, as are purchasers through a community land trust. Interest Rate & Deferred Loan Term: The interest rate is zero-percent with a loan term of 7 years. The loan will be 100% forgiven after seven (7) years of continued occupancy and ownership from the date of loan closing.

The Northfield HRA is excited to provide first-time homebuyers with the opportunity to receive assistance towards a down payment or closing costs. We provide up to $25,000 in a zero interest, deferred loan that is payable when the homeowner sells or refinances the first mortgage.

The Downpayment Assistance Program provides financial assistance for homebuyers earning at or below 80% area median income (AMI). Qualified homebuyers can receive up to $40,000 to use towards a home downpayment, closing costs and/or property inspection.

First-generation homebuyers are eligible to receive up to an additional $10,000. Homebuyers that are eligible for the Inheritance Fund layers may earn up to 100% AMI and can receive up to an additional $60,000 (for a total of $110,000).

The program was developed to support the wealth-building opportunities provided by homeownership to low- and moderate-income households and to address racial disparities in homeownership.

The Downpayment Assistance Program is funded by the Housing Trust Fund.

The Saint Paul Housing Authority green-lighted updates to the program at its January 11, 2023, meeting and updated applications are expected to be available in February 2023. The City of Saint Paul will share more information when available.

The City of Shoreview is offering down payment and closing cost assistance loans to encourage first-time homebuyers to purchase a home in Shoreview. There are two programs, one that is amortizing (with monthly payments) and one that is due-on-sale (no monthly payments.)

Amortizing: For buyers with incomes below 120% AMI, the down payment assistance is in the form of a loan of up to $30,000 with low interest, paid back in monthly payments.

Due-on-sale: For buyers whose incomes are at or below 80% of the Area Median Income, up to $20,000 is available in a due-on-sale loan with 0% interest and no payments, paid back when the house is sold, transferred, or no longer owner-occupied.

Program Highlights:

  • Applies to single-family homes, townhomes, duplexes, and condominiums within Shoreview city limits.
  • Property must be owner-occupied as a primary residence.
  • Purchase price may not exceed $425,000.
  • Buyers must attend homebuyer education.
  • Buyer may not have owned a home within 3 years.
  • $25 application fee
  • There must be a minimum contribution of 3% of the purchase price paid by or on behalf of the borrower, with a maximum contribution of $10,000. Acceptable sources of the minimum contribution include: earnest money, buyer funds brought to closing and seller paid closing costs. Buyer funds that result from a gift must be accompanied by a gift letter documenting the source as a relative. In no case shall proceeds from a loan or other debt instruments be allowed to meet this minimum contribution criterion.

Program Overview: The City of Woodbury HRA has made down payment and closing cost assistance loans available to encourage homeownership in the City of Woodbury. Current available dollars for loans are based upon the fund balance for any given period.

Loan Amount: The maximum loan amount is $30,000.

Eligible Use of Funds: The loan funds can be used for down payment and closing costs.

Interest Rate & Deferred Loan Term: The interest rate is below market rate and will be fixed with simple annual interest, with monthly installment payments of interest only. Borrowers aged 65 or older or who are military veterans shall receive a discounted rate. First generation homebuyers shall have an interest rate of zero percent. Payment of principal will be deferred until sale, transfer of title, when the primary mortgage is paid off, or when the property ceases to be owner-occupied.

Minimum Contribution: There must be a Minimum Contribution of 3.5 percent of the purchase price paid by or on behalf of the home buyer, capped at $10,000.

Income Limit: Applicant total gross annual household income shall not exceed $146,000.

Education: All applicants must have 8 hours pre-purchase education or an online equivalent, as evidenced by an acceptable completion certificate.

Borrower does not need to be a first-time homebuyer IF the property being purchased is in a foreclosed status, with the Woodbury loan recipient as the first owner-occupant after the foreclosure, OR the property is in foreclosure prior to the sheriff’s sale.

Property Eligibility:

  • Purchase price cannot currently exceed $419,000.
  • Single family homes, townhomes, twin homes, or condominiums in the City of Woodbury to be used as the buyer’s principle place of residence.
  • Properties may not be within the flood plain as identified by FEMA.

If you are buying a home in Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, Sherburne, Washington or Wright county, you may qualify for over $10,000 in Metro Home down payment assistance!

Who qualifies?

  • Qualified buyers must have an annual household income that is at or below 80% of the area median income (AMI) If the property is located in a qualified census tract, the borrower annual household income cannot exceed 120% of the area AMI.
  • Buyers must have a minimum cash investment of $1,000 or 1% of the purchase price from their own verifiable funds.
  • Buyers are required to take 8 hours of homebuyer education from an approved provider or Framework (online) + a 1 hour in-person pre-purchase appointment from an approved provider.

Ramsey County’s FirstHome program assists first-time and first-generation homebuyers with low-to-moderate incomes who are purchasing homes in Ramsey County communities, outside the City of Saint Paul.

Eligible buyers may purchase a home up to $372,600 and qualify for loans that can be used for down payment assistance, closing costs and, occasionally, health, safety or code improvements.

A maximum investment of $3,726 is required from the buyer, with consideration of earnest money. This principal-only subordinate mortgage must be repaid when the property is sold.

The FirstHome Program requires that all parties to the mortgage be owner-occupants and that the incomes of all, including co-signers, be included in the calculation of income eligibility for buyer assistance.

First-time buyer(s)

  • May qualify for a loan up to $20,000 for down payment or closing costs with 0% deferred loan interest, due upon sale.
  • Must be at or below 80% Area Median Income (AMI), according to household size.

First-generation homebuyer(s)

  • May qualify for a loan up to $93,150 for down payment or closing costs with maximum loan 25% of home purchase price. Loan interest forgiven at 5% per year for a 20-year period.
  • Must be at or below 80% AMI with 1-3 household members. Buyer(s) with 4 or more household members must be at or below 100% AMI.
  • Must sign a document stating they have never owned a home and their parents have never owned a home.

General requirements

  • New and existing single-family detached homes, condos, townhouses and duplexes are eligible for FirstHome assistance. The home must be inspected and meet housing quality standards and local codes prior to occupancy.
  • Buyers should be able to qualify for a Veterans Administration, Federal Housing Administration, or Fannie Mae-approved conventional mortgage as determined by the private lender, or they must meet the requirements of locally approved initiatives designed to meet affordable housing needs in suburban Ramsey County.
  • Buyers must successfully complete an approved homebuyer class, either HomeStretch or Framework, before closing the loan. Classes are available through the Homeownership Center.

2023 FIRST-TIME HOMEBUYER GRANT PROGRAM Scott County CDA offers down payment and closing cost grants to eligible First-Time homebuyers purchasing a home in Scott County.

Applicants must be active participates in our Homebuyer Counseling Program, have completed a HUD approved Education Course, and meet all other criteria below. In 2023, the maximum grant amount is $8,000. Grant Eligibility Criteria Prior to signing a purchase agreement: 1. Must have completed a minimum of 1 Pre-purchase counseling session within the last 12 months. The session must be at least 60 days prior to signing the purchase agreement. 2. Must have completed either the in-person Homebuyers Education Workshop within the last 5 years OR the online course, FRAMEWORK within the last 2 years. 3. All persons listed on the mortgage loan/purchase agreement(s) must be first-time homebuyers, meaning you have not owned a home or property in the last 3 years, manufactured/mobile homes are excluded. 4. Must meet the household income guidelines (see below): Ø Household size of 1-2, cannot make more than $117,300 per year Ø Household size of 3 or more cannot make more than $134,800 per year  *The CDA works with your lender to calculate and verify income. The CDA counts income from all household members 18 and older. Dependents who are full-time students are excluded. 5.Must purchase home in Scott County 6. Grants must be used towards closing costs or down payment funds 7. Purchase price must be less than $372,600 8. Must put down at least $1,000 of own money 9. Down payment, from borrower’s own funds or gifts, must not exceed 5% of purchase price (closing costs excluded). 10. Homebuyer must be listed on the mortgage loan and purchase agreement 11. Must be purchasing a single-family home, condo, or townhome 12. Must occupy home after purchase 13. Must be a fully amortizing fixed rate mortgage.  Cannot be contract for deed or private party transaction, including purchasing from family members. 14. Must be able to qualify for mortgage without the grant. Grant money cannot be basis for qualifying for mortgage or a higher mortgage amount. 15. Must be in good standing with Scott County CDA 16. Must not have received a SCCDA Grant before.

If you are buying a home in Hennepin, Ramsey, Washington, Dakota, or Anoka County, you may qualify for up to $20,000 in Community Keys Plus down payment assistance!

Note: As of 1/13/2023, this program cannot currently provide additional funds from Minnesota Housing Finance Agency. This means participants will receive a maximum of $10,000. Please keep checking this webpage for updates.

Who qualifies?

  • For Community Keys Plus: buyers must have an annual income at or below 80% of Area Median Income.
  • For MHFA Impact: buyers must have an annual household income that does not exceed $94,600 for all household sizes.
  • The amount of assistance is based on need, determined by income and the projected house payment.
  • The home cannot exceed a specified maximum purchase price.
  • The home must be owner-occupied, 1-4 units, and in the red highlighted census tracts in Hennepin, Ramsey, Washington, Dakota, or Anoka County. If you want to confirm an address is in the census tract, please email downpayment@nwhomepartners.org. You also may also look up by following these instructions, but this search does not guarantee eligibility. NeighborWorks will provide final confirmation of property eligibility.
